As Malaysia assumes the ASEAN chairmanship in 2025, the Ministry of Energy Transition and Water Transformation (PETRA) has identified two key energy-related Priority Economic Deliverables (PED) to drive regional collaboration and enhance energy security.
These priorities include the ASEAN Plan of Action for Energy Cooperation (APAEC) 2025, Phase 1: 2026-2030, and the ASEAN Power Grid (APG) Enhanced Memorandum of Understanding (MoU)—both of which are critical in ensuring sustainable and resilient energy development across the region.
Strengthening ASEAN’s Energy Landscape
In a statement released today, PETRA emphasized that these strategic policy initiatives will bolster long-term cooperation among ASEAN member states, facilitating the transition towards a more integrated and sustainable energy ecosystem.
A key focus for 2024 will be finalizing the APG Enhanced MoU, an initiative aimed at upgrading cross-border electricity transmission infrastructure and fostering greater regional electricity trade. The agreement will particularly emphasize the integration of renewable energy sources such as hydropower, solar, and wind, reinforcing ASEAN’s commitment to clean energy adoption and climate resilience.
“This initiative will optimize the region’s clean energy potential, enhance energy supply stability, and provide significant economic and environmental benefits to ASEAN nations,” PETRA stated.
Pivotal Energy Meetings in 2025
As part of Malaysia’s leadership in the ASEAN energy sector, PETRA will preside over three key high-level meetings throughout the year:
- Special Senior Officials Meeting on Energy (SSOME) – January 22-24, Langkawi, Kedah
- Senior Officials Meeting on Energy (SOME) – June 16-20, Kuching, Sarawak
- ASEAN Ministers of Energy Meeting (AMEM) – September 22-26, Kuala Lumpur
These gatherings, held under the overarching theme “Powering ASEAN: Bridging Boundaries, Building Prosperity,” will serve as crucial platforms for regional stakeholders to align on energy strategies, deepen cross-border cooperation, and accelerate ASEAN’s transition to a sustainable energy future.
Malaysia’s Vision for ASEAN 2025
Malaysia officially took over the ASEAN chairmanship on January 1, 2025, under the theme “Inclusivity and Sustainability.” This marks the country’s fifth time leading the regional bloc, having previously held the position in 1977, 1997, 2005, and 2015.
The emphasis on energy cooperation reflects Malaysia’s broader vision for a unified, resilient, and sustainable ASEAN energy landscape, leveraging regional synergies to ensure long-term energy security and economic prosperity.
