The Ministry of Energy Transition and Water Transformation (PETRA) has announced the extension of the Solar for Rakyat Incentive Scheme (SolaRIS) rebate programme until April 30, 2025. Under the scheme, households can claim rebates of up to RM4,000 for installing solar photovoltaic (PV) systems, subject to the eligibility criteria set out under SolaRIS.

In a parallel effort to drive Malaysia’s renewable energy agenda, PETRA unveiled enhancements to the Net Energy Metering (NEM) guidelines. These improvements will enable existing NEM participants to increase their solar capacity and migrate to the latest NEM framework under updated terms and conditions.
Significantly, the NEM initiative has been broadened to include agricultural electricity consumers, allowing them to install rooftop solar systems to not only reduce energy costs but also contribute to national food security goals.
To support wider adoption, PETRA announced a 150-megawatt (MW) increase in the NEM Rakyat category quota, raising it to a total of 600MW. This will allow more domestic users to harness rooftop spaces for solar energy generation.
Similarly, the NEM NOVA category, which serves commercial and industrial users, will see a 300MW quota increase, bringing the total allocation to 1,700MW. This expansion aims to support corporate Environmental, Social, and Governance (ESG) commitments while extending benefits to the agricultural sector.
Applications for both NEM Rakyat and NEM NOVA quotas are now open and will remain available until June 30, 2025, or until the quotas are fully allocated, whichever comes first. Updated guidelines for these programmes can be found on the Energy Commission’s website at www.st.gov.my, with additional information available on the Sustainable Energy Development Authority (SEDA) portal at www.seda.gov.my.
Both the revised NEM guidelines and the extension of the SolaRIS rebate programme will come into effect on January 1, 2025.
PETRA reaffirmed its dedication to advancing Malaysia’s renewable energy transition, emphasising that initiatives such as the rooftop solar installation programme are crucial to achieving the nation’s target of 70% renewable energy capacity by 2050.
This strategic move underscores Malaysia’s commitment to sustainable energy solutions and aligns with global efforts to combat climate change through cleaner, greener power sources.
