In a decisive step toward a more sustainable future, the Penang state government has mandated that all new public buildings generate a minimum of five percent of their energy from renewable sources. This initiative, unveiled by Chief Minister Chow Kon Yeow, aligns with the state’s Penang Energy Framework (PEF), a strategic blueprint designed to accelerate the transition to clean energy solutions.

Beyond new constructions, existing public buildings will be encouraged to integrate renewable energy systems, while commercial and industrial developments must adhere to energy sustainability measures based on Tenaga Nasional Berhad’s tariff classifications.

“As part of our vision under the PEF, we are committed to reducing energy intensity by 25% and ensuring that at least 10% of our energy comes from renewable sources by 2030. Government buildings will set the standard, embracing energy efficiency and sustainability at the highest levels,” Chow stated.

Building Energy Intensity Standards Introduced

To further reinforce these objectives, Penang will implement mandatory Building Energy Intensity (BEI) requirements for new developments. Under the new regulations, office buildings must maintain a BEI of 150, retail spaces at 240, and tailored benchmarks will be set for hotels and hospitals. Initially, non-residential properties will voluntarily report their BEI values, transitioning to mandatory online submissions by 2026.

Malaysia’s First GreenRE Platinum Shopping Mall Recognized

The event also marked a milestone in Malaysia’s green building sector, as Design Village Outlet Mall became the country’s first fully certified GreenRE Platinum shopping mall. Chow commended PE Land Penang, the mall’s developer and operator, for demonstrating how commercial developments can align with the Penang2030 vision and PEF sustainability objectives.

“This landmark achievement showcases how sustainability, innovation, and responsible business practices can converge to build a greener and more resilient future for Penang,” he remarked. The Design Village Outlet Mall, he added, serves as an exemplary model for commercial developments across the nation.

PE Land Penang’s Chief Operating Officer, Andy Song, emphasized the rigorous requirements for obtaining GreenRE Platinum certification, noting that the mall exceeded expectations by securing 107 out of 120 possible sustainability credits.

Expanding Sustainability Efforts

Further advancing its commitment to environmental responsibility, Design Village Outlet Mall announced the launch of an EV Charging Hub and a Food Waste Composting initiative. The new charging hub will feature a 120kW DC fast charger alongside 13 AC chargers, fostering greater electric vehicle adoption in the state.

“Sustainability is not merely an achievement; it is an ongoing journey. At PE Land Penang, we are committed to pushing the frontiers of green innovation, with the ambitious goal of achieving zero landfill waste within the next two years,” Song stated.

As Penang intensifies its focus on renewable energy and energy efficiency, these initiatives set a strong precedent for sustainable development. With clear policy direction, proactive government leadership, and robust private-sector collaboration, the state is positioning itself as a frontrunner in energy-efficient and environmentally conscious urban planning.
